Message	a written estimate is just that...and ESTIMATE. The only way your scenario works out is if there is a disclaimer on the work order saying the shop will not do any work above the estimate without prior conscent from the owner of the vehicle. If this is not initialed or signed by the owner, no dice. Know what you're talking about before you talk about it.
